American senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a plan unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Deepening Consequences of Federal Closure
The effect on US citizens from the longest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and SNAP benefits have been delayed for 42 million Americans.
Trump's Plan from Golf Course
As weekend meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Reaction
Democratic lawmakers shared concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another senator reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of moderate Democrats to end the shutdown in return for a later vote on the Obamacare payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the subsidies before discussing the long-term of the tax credits.
"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.
Several observers indicated that the core of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the plan that failed to garner enough backing in 2017.
